The seminars are endorsed by the North, Central American and Caribbean Volleyball Confederation with the support of the International Volleyball Federation (FIVB) from November 25 to the 29.

The continental seminar is the first step for the certification of referees who aspire to participate in first level competitions, such as Continental Championships and, subsequently, World Championships of the different categories such as U18, U20, U23 and Senior in Women, as well as U19, U21, U23 and Senior in Men.

Among the instructors present at the Regional Development Center, José Ramón Pérez Vento stands out, who has been known for his work in World Championships and Olympic Games as both referee and control committee supervisor as part of Norceca's  and FIVB refereeing commission.

At the same time he has been part of a dynasty of specialists and players linked to volleyball in his native Cuba, and in Puerto Rico, where he resides.

Another of the figures that have contributed to the development and growth of volleyball worldwide is Canadian Guy Bradbury, who was in charge of the work made along with the volleyball organizing and control committees during the Pan American Games of Toronto in 2015.

The Development Center also announced that training workshops will be held in the discipline of beach volleyball. These seminars will be taught by André Trottier, also from Canada.

Among the attendees there are referees from 11 countries, such as Antigua and Barbud
